As dehydrated skin is lacking enough moisture the outer layers can look parched with surface, fine lines.
 
Fine lines may be visible even in young skin if there is not enough moisture in the outer layers. Think of the difference between a grape and a raisin. A grape has a smooth plump skin while a raisin has a wrinkled, drier skin.
